Latest update following a domestic incident and large police presence on I-35E south of Highway 77
BURNSVILLE, MINNESOTA—According to the probable cause statement from the Dakota County 1st Judicial District Court, around 5:20 PM on June 3, 2023, a Minnesota State Trooper responded to a report of a domestic incident between a male and female on I-35E just south of Highway 77 (Cedar Ave) in Burnsville, Minnesota.
The probable cause states that as the Minnesota State Trooper arrived on the scene, both the male and female parties began walking away from a Ford Explorer that was stopped in the center median on I-35E. When the Trooper attempted to talk to the couple, the female stated they were having car troubles and were going to walk to a gas station off County Road 11. The Trooper offered them a ride, saying it was unsafe for them to walk on the freeway.
Before putting them in the back seat of the squad car, the officer instructed the couple he had to pat them down first for any weapons. While patting the female down, the male subject began slowly backing up. The Trooper told the male subject he did not want him walking onto the freeway, at which point the male subject began walking away from the Trooper and eventually fled across the westbound lanes of traffic, according to the probable cause. The Minnesota State Trooper ran after the subject and, in the process, saw the male subject holding a handgun in his right hand. The Trooper told the male subject to drop the weapon and that he was under arrest.
The male subject ran into the woods, around a pond, and would later jump a fence into the backyard of a neighboring home along the freeway. The Burnsville Police Department and the Minnesota State Patrol air support were called in to help search for the male subject. The male subject was found underneath a tree in the residence's backyard. When police got to the subject, he was no longer in procession of the gun. When the police questioned the male subject about it, he stated that he was holding a phone, not a gun. He was transported to a local hospital after complaining of pain.
Following being read his Miranda rights, the subject stated he ran because he was scared and thought he had an active warrant out for himself. He continued to deny ever having a gun in his procession, claiming later that it was a butane torch. He could not explain why he would get rid of a torch if he had it.
According to the probable cause statement, several agencies continue to work together to find the weapon. The agencies involved include the Minnesota State Patrol, Dakota County Dive Team, Dakota County K9 Unit, and other law enforcement agencies.
Back on February 14, 2009, the subject, identified as Anwar Sherife Manning, was convicted of second-degree assault and was prohibited from processing a firearm or ammunition. After this incident, Manning was charged with one count of felony possession of a firearm by an ineligible person (prior crime of violence). According to his charges, that comes with a maximum sentence of 5-15 years and/or a $9,000 to $30,000 fine.
